On Tuesday, March 20, 2007, at 11:00 A.M., I noticed a truck
loaded with snow coming into Lawrence via Canal Street, it made a
turn into Island Street, went all the way to the end to the ramp,
through a gate next to Southwick Clothing and dumped the snow by
the Merrimack River.

After dumping the snow, the Caruso Brothers truck leaves

I became suspicious and followed the empty truck through Canal
Street, Marston Street, I-495 North, Rt. 213W, past the Methuen
Loop, entered I-93N to exit at Pelham Street towards Methuen until
it reached Mill Falls Apartments’ parking lot, in Methuen, where
it was loaded with more snow. The truck in question belongs to
EarthWorks, from Andover.
Later, another truck, from Caruso Brothers joined in the
operation. The Caruso Brother shows no address, only two telephone
numbers, area codes 613 and 978. Rumbo contacted Myles Burke,
Acting Inspectional Services Commissioner who said that he did not
know who owns the space where the snow was being dumped, but if
the one who dumped the snow was the owner, he probably has the
right to do it.
Up to this point, and by Mr. Burke’s admission, the landscaper
seems not to be at fault, except that I noticed that the drivers
of both trucks grew suspicious and apparently nervous with all the
pictures being taken.
I also called Lawrence Community Police Sergeant Don Cronin and
left a detailed voice message on his phone at the Police Station.
Sergeant Cronin monitors illegal trash dumping in the city. Two
days later he had not responded.
Mike Morley, Acting DPW Director was also contacted. He said, “I
wonder why anybody has to dump snow in Lawrence from Methuen. I’ll
see what I can find out.” Two days later we have not heard from
him, either.
Rumbo also called both Caruso Brothers’ telephone numbers and left
a detailed message. No one has returned our call. Then we
contacted the Wetlands Hot Line of the Massachusetts Department of
Environmental Protection Agency. We wanted to know the impact in
the Merrimack River of melting snow being picked up from a parking
lot. We are waiting for their response. At press time, we have a
lot of unanswered questions that hopefully we will be able to
write about on our next edition.
